Monuments Modified March 4, 1909, to March 3, 1913

National Monuments Modified by William Taft via the Antiquities Act:

March 4, 1909, to March 3, 1913

Natural Bridges, UT, Proclamation No. 881, 36 Stat. 2502 (September 25, 1909)

Added one tract of “about two thousand four hundred and twenty acres” and “two smaller square tracts embracing the cave springs and containing one hundred and sixty acres each,” for a total of 2740 acres, minus the 120 acres from the original proclamation (No. 804), thus Taft added 2620 acres.

Taft was the first president to modify the boundaries of a national monument that had been established by another president.

Lewis and Clark Cavern, MT, Proclamation No. 1123, 37 Stat. 1679 (May 16, 1911)

Confirmed area: “confirm as the Lewis and Clark Cavern National Monument the said tract, embracing one hundred and sixty acres of land.”

(Taft confirmed the boundaries following completion of an “official survey” of the area, thus neither added nor excluded any area.)

Petrified Forest, AZ, Proclamation No. 1167, 37 Stat. 1716 (July 31, 1911)

Reduced the original area “Containing 60,776.02 acres” to an area “Containing 40.04 square miles.”

(NPS Antiquities Act Centennial lists the Petrified Forest “Acres Affected” as “25,625.60.”) (Note: 40.04 square miles is 25,625.60 acres.)

Taft’s Petrified Forest proclamation appears to be the first national monument modification to list the area affected using the term “square miles.”

Navajo, AZ, Proclamation No. 1186, 37 Stat. 1733 (March 14, 1912)

Excluded all but “two small tracts of 160 Acres each” and “a 40 acre tract” (from diagram).

(NPS Antiquities Act Centennial lists the Navajo “Acres Affected” as “320.”)

Taft was the first president to modify the boundaries of a national monument that he himself had established.

Mount Olympus, WA, Proclamation No. 1191, 37 Stat. 1737 (April 17, 1912)

Reduced area: “[I] do hereby declare and proclaim that the south half of the southwest quarter of section twenty-one, and the north half of the northwest quarter of section twenty-eight, in township twenty-four north, range eight west, Willamette meridian, Washington, be, and the same are hereby, eliminated from the Mount Olympus National Monument.”

Note that the attached diagram (“Figure 28”) states “Eliminated by Ex. Order dated April 17, 1912.”

(NPS Antiquities Act Centennial lists the Mount Olympus “Acres Affected” as “160.”)
