Carter was the first president to proclaim a national monument reserving more than ten million acres under the authority of the Antiquities Act (Wrangell-St. Elias, AK, Proclamation No. 4625).
From the proclamation text of Carter’s Katmai modification: “By the addition made hereby, a viable gene-pool population of the Alaska brown bear can be protected free from human harassment.”
Carter’s proclamations used the spellings “fjords” (Kenai Fjords National Monument) and “fiords” (Misty Fiords National Monument).
